Seven Phases of Our Campaign
Labor Day: 2009

There are seven phases of our campaign to re-frame our State of California now.  We have completed Phase One.  We have only started Phase Two.  The bullet point outlines that follow are the milestones we will pass forward.  These are the points of accomplishment which we will achieve together.  We can do this all and more.  If we can see it, we can do it.  Join us.  We will all have to dig deep and reach far. This time and this place, is where we prove who we are and what we are made of.  

Our success is up to you now: you the reader.  You are our next volunteer.  You are our next recruit. What a handful of us started on November 8th, 2008, we now invite you to join in.  Please join with us now.  We are on a mission to re-create a California that works, and re-affirm our California Dream.  This will be our hard work ahead.  What began as a walk of a few, will grow to a walk of hundreds and thousands.  On November 2nd, 2010, what we each do now and over our campaign together will become the votes of millions.  We anticipate a resounding and thorough victory.  We Own It.  We Want Change.  We are the People of California.  We are the political third rail.  We are the supporters and sponsors of our new Government.  We are not here to repair and fix anything.  This is Our State of California.  We want to start over, start fresh, design and build a new California, to be the Greatest State in America.  

We plan to model our new Constitution after the Constitution of the United States of America, with simple concise Articles to frame our State, and include a host of Amendments to that clean simple charter.  We will take all that is good in our current State Constitution, as well as add more clear and concise structures to our new government to benefit everyone.  We are not afraid of Single Payer Health Insurance, Equal Rights for all, and leadership as a State among States.  We subscribe to the three pillars of American Conservatism: political equality, majority rule, and personal liberty.  We subscribe to the Progressive Principles of strong social safety nets, the best in free public education from cradle to grave and respect for the needs of the best public health for all.  We have no problem with large infrastructure projects that benefit everyone in our State, like our World Class Freeways, our new High Speed Rail System, and new Statewide Desalination Systems to replace the failed water systems of old. If Kingdoms like Saudi Arabia can provide fresh water to all, California can match that and do better.  We embrace new electric transportation, and the restoration of our State's diversity of our ecology.  We have plenty of sunshine and our ocean is vast.  Our Communities deserve the best in broadband and the best in all our other Public Utilities, which we have licensed to Monopolies that have not delivered.  We can do better in the pubic interest.  We know it.  We do not agree that public health, medical and social problems need fill our State Prisons with non-violent sick people.  Our public policy goals include education not incarceration.  We are Californians not fascists.  We are not afraid of State Regulated Banks and Financial Systems to correct all that has gone south thru our collective misplaced reliance on Wall Street, that frankly, is not necessary for our State, the fifth or eighth largest economy on earth.

Why?  Because California has so much promise.  Why?  Because you have so much promise.  Why not? Because if we do not do this, our individual opportunities will all dry up.  Our children will be crowded into classrooms that will become the worst in America.  We are already ranked 47th out of 50 States. Our farms will lay fallow and unproductive.  Businesses that used to be the cornerstone of our State must be re-invented, re-opened, and restarted.  California does not need any bailouts.  We simply need to put our own house in order.  We need new State Banks and State Financial Institutions to serve our Main Streets, to serve our Communities, our Businesses, and our needs in our California.   

Our Prison Industry has already grown as a cancer in our body-politic.  If we do not step up and stop what Sacramento clearly has no will to correct, California will become the leader of the whole world in incarceration of our people.  Prisons have become the largest budget item in our State's General Fund - and this alone will finish the bankruptcy of our Free State. Prisons that now demand over 10% to 11% of our General Fund, within two to five years will demand over 15% to 20%.  If we allow this madness to continue, Prisons will consume over 25% to 35% of our State resources.  This insanity must stop now. Only the People of California have the will to stand up to a failed State Government and the Prison Guards Union that holds our State Budget Hostage.  Three Strikes for Shoplifting?  Give me a break! 

We as the "People of California" must end the public addictions of government waste that now run amok. Political campaign funding is the only fuel for public policy that works in Sacramento now.  As citizens all, we are being abused.  Enough!  We are the third rail of politics.  We are the voters.  We must step up and intervene.  If we do not intervene now, both our current government and the titans of "Private For-Profit Industries" will squander our collective potential, steal our collective commonwealth, and continue to disassemble and ruin our Great State.  Our children deserve better.  Our grandchildren deserve better. We deserve better.  California is already ruined as a State politically.  We are ruined because our Politicians do not Represent the People of California, rather our Politicians Represent the Fat Cat's with the biggest checks!  The economic destruction of our communities is next.  Our local Counties and Cities are over the edge.  The League of County and Local Governments is searching out how to file bankruptcies to escape the rapacious appetite of a State Government that is Out Of Control.

We face ruin and must pull together now as a people.  No one in Sacramento is being Honest with us. Few in Sacramento know how to be honest with each other.  When the Dow hits 4,000 in February or March of 2010, what are you going to do then?  Wall Street is in New York.  We have Main Streets in California in every City and Town.  Our tax bases have diminished to unsustainable levels, do to the miss-management of our elected officials, and the idiotic process we have embraced for decades now, where we as voters, have tried to "Fix Government" one issue at a time.  For every "Fix" we have made there are the unintended consequences we now suffer from.  The Corporate Loophole in Prop 13 has shifted 2/3 of the property tax burden to private home owners, where as in 1978, private home owners only paid 1/3 of the total bill.  Now the Corporations pay 1/3 and the private property owners pay 2/3!  We have allowed the plunder of our economy for private profit, because we have not stood up and stood accountable.  That time is over.  We must make a stand and stand-fast now.  We need to build a coalition to get to the Convention to take responsibility collectively.  Either we do this, or big business and the private interests will do it to us again.  You make your own choices now.  I made mine.  I am all in.

Our California housing crisis and the collapse of California's Private Industries and Small Businesses must end.  Where are the jobs?  We need strong California Private Industries.  We need contracts respected by all parties.  Only We as the People of California have the collective power to rise, demand and effect change.  This time, we must not hand the task of "Re-Framing our State" over to those who have plundered us, again and again.  How many Enron's?  How many bait and switches?  Our elected Officials are incapable of changing our Constitution.  The actual frame of our State is now broken beyond repair.  Both our Legislature and our Governor are bought and paid for by the very same special interests that have plundered our Great State already - and woe to us all, if we turn over our Commonwealth to Private Industry.  Private business has its place.  Our Commonwealth is all of ours and not for sale.  As Californians - we must take a stand for our public interests now, or we will give our collective common wealth to Wall Street, in the same manner the Bush Administration gave our Federal Treasury to the Banks of New York.

Private Industry and Public Service must both be strong and must both co-exist.  As the owners and regulators of our State's Public Services, Public Utilities, and Public Natural Resources (Electricity, Water, Sunlight, Oil, and all our Mineral-wealth), and as the regulators and consumers of the Agriculture in our State, we can and must restructure our California now.  Our State and Local Governments and all our Communities can and should prosper.  We must take heed as well, to assure the prosperity to our private enterprises.  California Private Enterprise is the basis of our economic freedoms and must be nurtured and encouraged.  Where are our California Private Enterprises?  We must redesign sustainable political and economic structures that serve everyone, while rewarding those Californian's with creative initiative.  As the Citizens of California, we can do this.  This is not rocket science.  Look at Google.  Look at Yahoo.  Look at the Tesla Car Company.  There are California businesses that do things right and do not damage others.  It is now time to trust the moral compass of our collective strength, and listen to the special interests and private interests with a seasoned measured wisdom, and empower our Constitutional Convention Delegates to take action on all our behalf. 

California is not for sale.  We own it.  It is past time for us as voters and as citizens to be responsible and define our accountability.  On May 19th, we said NO to back room funny business.  As the special interests and private interests have so damaged our State, we must intervene.  California is beyond repair.  What is at hand is not a needed tune up, and minor fix here and a mend there.  We need to put a stop to the plunder that has already transpired.  We have suffered the plunder of our Commonwealth. We have suffered the plunder of our Liberties and our Freedoms.  We have suffered the plunder of our Educational Systems, our Public Health, and our Common Ecology.  We have suffered the plunder of our Publicly State Regulated Utilities, Roads, Railways, and Financial Systems.  We have suffered the plunder of our Retirement Funds, and Mutual Funds.  Enough.  Where is the prosecution?  We need to completely overhaul what does not work.  We need to send our best to go back to the drawing boards to redesign our California Politics and our State Economy for the 21st Century and beyond. It is too late to watch and listen.  The time for our collective civil action is here, and in our hands.  This may be a slow process - but it is all we have.  No one will do this for us.  Our change begins with our signature.  Our change continues when we ask others for their signatures.  As Citizens we have the sacred right to demand redress grievance and to petition our government to step aside, as we call for our Constitutional Convention with Our Own Elected Delegates, who will work for us, and work with the force of our Law, that comes from us, is for us, and is by us.  

As Californians we have these Constitutional Rights to take our initiatives and create the change we all know we need now.  The process will take thru 2009 to first qualify for the November 2010 Statewide Ballot.  Our Initiative campaign to win on November 2nd, 2010 will last thru all of 2010.  Our set of seven phases of our campaign process is what we have outlined below.  Our win on November 2nd, 2010 will set in motion new set of processes defined by our Initiatives.  Our process to call our Constitutional Convention will take thru the winter of 2010 - 2011 to Elect our Delegates first.  Then our Delegates will be sequestered to protect us from the bribes and dirty pool so common for business as usual in Sacramento.  This is our California Constitutional Convention.  Our Convention will take thru some large portion of 2011 to complete the Draft of Our New Proposed Constitution.  The Ratification of the Draft Constitution will take place in late 2011 or very early in 2012 in a Statewide Special Election.  This is slow.  But if we do not do this, we will suffer the consequences of a thoroughly failed State, ruined schools, disastrous unemployment far worse than the Great Depression, and what looks like is impending total economic collapse.

Our Election of All Our New Constitutional Officers will course thru the normal 2012 Election Cycle.  in January of 2013, our ALL NEW Constitutional Officers will take their oaths of office and begin their Public Service for us, under our New California that has been re-Constituted according to our collective will, and wisdom.  This is the short path to comprehensive reform and our one chance to make all the necessary improvements we all know we have put off for too long.

The elections of November 2010 will choose a lame-duck short-term government.  When we win at the ballot box on November 2nd, 2010, that place-holder government will do our State Business as the last sitting set of officials under our Old California.  We have worked for over 130 years building a Public House without plans.  Now, that old set of 35 Articles needs to be reframed and replaced in 2011 - 2012. 

This last set of Constitutional Officers will either run for new positions in the New Government and be elected into the New Constitutional Offices of our New Government, or they will be replaced in the elections of our ALL NEW Constitutional Officers in the 2012 normal Election Cycle. 

All the Constitutional Officers of the New Government will be elected fresh in 2012.  That is a requirement of our Initiatives.  When our work is complete, we will have made a clean sweep thru all of our State Executive, Legislative, and Judicial Branches of Government.  This will take place in November of 2012.  One thing that is certain, and probably the only thing that is certain in this process, is that we will have new leadership in California forward.  California is now younger, more hispanic, more ethnically diverse, and more progressive, than California was, when most of our current Judges came to the bench over the last 4 decades.  Our new California will exercise full political power for a first time now, thru this process that begins with the qualification of our two Constitutional Initiatives now.  There are a host of issues our new demographic of California will address thru this process.  We have faith in both the process and the delivered work of our new generation of Californians.  Make no mistake: this is real change powered by real hope, and the people who will make this happen are really you and your friends!

When we are done, we will have a New State of California!  We will have a New Constitution that works. We will have a well thought out comprehensive set of priorities and structures that we will build to last. Our work and the work of our Elected Delegates to our Constitutional Convention will establish a role model for all States in America to follow, when and if they fail in the future.  California is historically the first State to fail in the United States.  There is no provision for the bankruptcy of a State in our Federal System.  Regardless - we did it!  There will be other States in the future who will look to what we did to recover, and follow the path we now pioneer.  

We will establish a civil role model to create a true Democratic Republic, without revolution, which other people in other Nations will use as their blueprint for change that works!  We can frame a California with the best educational and health systems in the world.  We can develop water systems that add to our wealth, and deliver for all of our homes, our businesses, and our farms. We can lead in the millennial move to electric powered transportation basis, which is ecologically safe, economically sustainable, and nonpolluting.  We will heal our State Ecology.  We can protect both personal liberty and personal privacy as fundamental rights, to further develop our freedoms, and to build our futures, and build our dreams upon.  We can respect and trust each other.  We can end the failed public policies that criminalize sick people.  We can deliver real help and self respect to the afflicted.  We can deliver freedom from want, sickness, ignorance and fear.  Why?  Because we have that ability and motive.  None of us honestly wants to see any member of our communities hurt, damaged, in pain, and in hunger.  We should turn our backs on all who council fear and herald the attacks of the special interests on this and on that.  This is a comprehensive solution to the host of political and economic problems that were created by the same special and private interests - who have now bankrupted our Great State.  We are finished suffering liars.

California is a place of abundance for everyone.  The millennium dictates to us all, that the politics and economics of scarcity, fear, anger, and ignorance is over.  The politics of hate is over.  We overhaul California as leaders so we can repair and restore our planet.  Let us endeavor to Frame our New State Constitution for the betterment of all and as an example to the ages.  Let us limit to none who choose to dream, and to act, and let us all respect each other in the process.  Life, Liberty and the Pursuit of Happiness for all people, are not theories.  We must live these, and provide that all of rest of us can enjoy the same.  When the peoples of other Nations urn for freedom, liberty, and justice for all, let them look to California!  This is not only our responsibility, this is our obligation.  We undertake this work out of duty to all who came before us, and in great honor of all who passed this torch to us, into our hands and what we hold as our bright light now.  

Where do we begin?  We register to vote.  We sign our petitions.  We register others to vote, and ask them to sign our petitions too.  We meet weekly, on weekends, and we work.  We organize our neighborhoods and communities.  We attend public meetings and speak up.  We walk and we talk. We lead by our example.  We respect, we empower, we include, we empathize.  We win!  We CAN!  

What is stopping us?  Fear?  Let that one go.  We honestly have nothing to fear but fear it self.

Phase One: Initial Scope ~ (completed)
(April 11, 2009 - August 14, 2009)
  • Study of the California Constitution, the Constitution of the United States of America, and study of our Federalist Papers and Twenty Six Amendments.
  • First Drafts of the Two California Constitutional Articles Necessary to accomplish: 1.) First the empowerment of all California Electors (Voters) to be able to call a California Constitutional Convention by Initiative; and then 2.) Call the Convention to Draft the New California State Constitution.
  • Post both Draft Constitutional Articles 36 and 37 on the Internet for Public Comment.
  • Incorporate criticism, edit, repost, and continue the process until criticism stops.
  • Final Edits, File with the California State Attorney General with requests for Titles and Summaries.  (Accomplished June 24, 2009)
  • Establish a General Purpose Campaign Recipient Committee to function in all 58 Counties.
  • Initial outreach to others interested in Organizing California to form a Grassroots 2.0 effort to Change California thru a comprehensive re-write of the California State Constitution.
  • Design a Website Architecture to empower a Logical Virtual Private Network to capture the technical resources of multiple social networks, multiple major internet service providers, and the personal bandwidth, hardware and software (cell-phones, laptops, and personal computer resources) of millions of Californians, in order to build a virtual technical base of operations that is priceless.
  • Establish the linkage of initial campaign supporters across California to form the initial organizational capacity of the California Action Network.
  • Secure Titles and Summaries from the California Attorney General, and Certification for Petition Circulation from the California Secretary of State, so the Grassroots 2.0 efforts to Organize California can commence.  (Accomplished August 14, 2009)

Phase Two: Qualification of Two Constitutional Initiatives for the November 2nd 2010 State Ballot ~
(August 15, 2009 - January 11, 2010)
  • The clock is ticking now.  Each day matters as does each week.  The work now turns over to the many who will pick up the torch of freedom in their Counties, Assembly Districts, and Local Communities.
  • The State Campaign Staff must muster, and organize the printing and distribution of all blank petition sets throughout California.  We need to file our completed petition sets in each of all 58 Counties in California on or before January 11, 2010.  People step forward and accept positions of responsibility in the State Campaign Level, and at the 58 County Levels, and at the Level of each of all 80 Assembly Districts in California
  • The State Campaign Staff Structure is defined and requires funding to succeed.  The budget for this Staff and for facilities and resources is $250,000 per month thru January of 2010.  This budget includes a new-redesign and development of the Campaign Website, Logo, Publicity Materials and Protocols.  The State Staff includes 7 Regional Field Directors, who will work with and oversee the campaign filed work in 17 Zones.  The 17 Zone Field Directors will oversee the work of their specific zones, which group all the 80 State Assembly Districts.  The State Staff will select and certify the individuals who will file the petitions in all 58 Counties on the same day, when that filing date is selected.  The initial target filing date is Monday December 7th 2009.  One goal is to have the State Leadership Team funded and working before mid-September 2009.
  • The Local Teams have two functions: 1.) To prepare for and establish local County Political Clubs to register with their County DCCC and to recruit members into from the Student Base in each of 58 Counties; and 2.) To create and establish Local Campaign Teams in each Assembly District in California.  The State Leadership Team will fund this Second function and hire one Community Field Organizer in each Assembly District and hire two Interns in each Assembly District to work with that local Community Field Organizer.  One Intern will operate the local Communications and Calendar of that Assembly District.  The second Intern will run the data-management operations.  This team of three people per Assembly District should be in place by mid-September of 2009, and funded to begin work by October 2nd.
  • Our Local Assembly District Teams will require Contributions of $500,000 to begin.  The source the campaign sees for this type of funding is from the various Unions of California, the Teachers Association and the American Federation of Teachers, the Nurses, and Religious Groups who support Personal Liberty and Free Choice.  All the finances are addressed in our published Campaign Budget.
  • Each Local Assembly District Team should have recruited 100 members thru the month of September of 2009, and each Team should successfully recruit and train 100 new members per month thru November 2009.  This will deliver 8,000 members by the end of September, 16,000 members by the end of October, and 24,000 members by the end of November.
  • We will use Ironing Boards and Surf Boards as Voter Registration - Petition Signing - and Recruiting Tables set up in public places, as we pass thru the qualification phase two of our Campaign.  Each Table requires a staff of 3 Volunteers to achieve the work.  We start with Voter Registration, pass thru to Petition-Set Signing (we have to get both of our two petitions signed by each supporter), and we must use a third station at the table for Campaign Recruitment of new volunteers.  85% of all volunteers come from the tabling efforts of the teams in public places.  We do not count on any media - we do not create for our selves on our own Tumblr.com Group Blogs.
  • Each team should be able to secure 100 signatures on any given Sunday.  We train and recruit every Saturday, unless teams can report to their locations for signature work on Saturdays. Regardless, each Local Assembly District Team needs 15 to 25 people training and recruiting each Saturday, and everyone hits the Tabling on Sundays to gather Signatures.
  • 80 Tables x 100 signatures = 8,000 Signatures for the day.  80 = One Table per Assembly District.  To field one table takes three volunteers, or 240 people across California.  We have a goal of 100 Volunteers per Assembly District by the End of September.  8,000 people should yield 6,000 volunteers for Signature Gathering each weekend.  6,000 / 3 per Table = 2,000 Tables on any given Sunday.  2,000 Tables x 100 Signatures per Table = 200,000 Signatures per weekend.  We should be done collecting 1.5 million signatures by Thanksgiving actually.
  • No one can Circulate Petitions until they are trained and sign their "Declaration of Circulator" Campaign Copy - for each Petition Coordinator to keep in accordance with State Law. 
  • There is a strict legal protocol we will follow, which is necessary for qualification for the November 2nd, 2010 State Ballot.  We will Certify our County Petition Coordinators in each County for the Coordinated Filing Date.  All CAN County Petition Coordinators will file on the same day - across all of California.
  • All Petition Circulators will execute their Legal Declaration necessary to comply with California State Elections Code in advance of their receipt of any petitions for circulation.  The CAN State Team will keep tight control on who is authorized to possess petitions, and who is authorized to circulate petitions, so that all our volunteers comply with the State Elections Law.
  • CAN will not use any paid Petition Circulators.  This is a Peoples Campaign, and sponsored by the People of California who volunteer to Change California.
  • The initial target filing date is Monday December 7th 2009.  To do this, we need to raise $500,000 in the month of September of 2009, and realistically, we need to plan on a $500,000 to $1,000,000 per month budget thru March of 2010.

Phase Three: Legal Defense of both Initiatives / Complete Full State and County Staff Teams ~ 
(January 1, 2010 - March 12, 2010)
  • Since we will qualify for the November 2010 Ballot, we need to be ready for this Phase Three.  By this time we will face the early Legal Challenges to our Initiatives.
  • The State Campaign should have somewhere between $250,000 and $1,000,000 set aside in a prudent reserve for Legal Staff from Christmas 2009 forward.  If this prudent reserve ever falls below $250,000, we need to build it back up, for emergency response.  The Legal Challenges will come from any County Superior Court in California.  We can expect these and each will needs be immediately answered in that County or in the multiple County sets of Superior Courts. This game is one where the wealthy will use multiple sets of lawyers across California to blow the effort out of the water as quickly as possible.  We can expect attacks from any of the Special Interests, from the friends of Governor Schwarzenegger, the CCPOA, and the California Republican Party formally.  If you look at the membership of the Bay Area Council, you can get a good idea of what is coming.
  • The Legal Defense of our two Initiatives will only be met with lawyers on our side, and we need to be lawyered up by the beginning of December.  Due to the nature of the Law, no one should file against us until we qualify.  As soon as the Secretary of State issues qualification for the November 2010 Ballot to the California Action Network, we can expect legal challenges at any time after that.
  • The second aspect of this post-qualification phase requires immediate and determined team recruiting, training and development across California.
  • We should resource event facilities at every Community College, every CSU and UC Campus across California by the beginning of January, for the winter recruiting, training, and team development necessary for Phase Four.
  • Every County should have a core group set up and meeting weekly, as we move thru this phase. This time is critical, as this is when we build and jell as a State Team and as County Teams, that span our Regions and Zones.
  • By January 5th, 2010 we must have our State Campaign Staff hired.  We need Twenty-two Zone Staff Offices leased throughout California for the campaign: Eureka; Redding; Chico: Santa Rosa; San Francisco; Oakland; San Jose; Sacramento; Stockton; Merced; Placerville; Fresno; Monterey; Santa Barbara; Santa Monica; Los Angeles; San Fernando; Palm Springs; Riverside; Anaheim; San Bernardino; San Diego.  Our Regional Field Directors will move between these offices.  Two will be State Headquarters Facilities: San Francisco and Los Angeles.
  • If you are wondering where the campaign is at this point, don't.  You are the campaign you have been waiting for!  If you want to see this happen - make it happen!  The time for Tea Parties is over.  We do not need any "Reactionary Radio Talk Show Commentators in Florida", with known prescription drug addictions, telling any of us in California what to do in California.  Let us all show America and the World what we as Californians are made of! The time will come when the Phase Two of our campaign will be long past us.  By this time segment, we will be well into our Phase Three!  The 2010 political season will start to warm up.  We need to reach out to all the single issue players.  Phase Three is where we build our coalition in earnest!.
  • Organizational Capacity?  By March 12th, we should have 250,000 members of our website community, 100,000 monthly recurring campaign contributors, and 50,000 people willing to work on weekends and show up for events with signs.

Phase Four: Solution Presentations / Town Halls / Team Training / Build Organizational Capacity ~ 
(March 13, 2010 - June 25, 2010)
  • Our main focus forward will include a sequence of fast pivots.  Our whole team of teams must now become very flexible and fast.   This is the key factor to the strength of our Grassroots 2.0 Movement.  Each group will work locally and as autonomous teams.  Each team must keep recruiting, building and training.  As each team grows, we collectively build the wave.  We will use House Parties, Town Halls, and Events to build our organizational capacity.  We should take on a "Movement for Change" dynamic at this point.
  • Our State Leadership Team will host Training  Camps across California thru this time frame.  We will keep at work and grow out from our centers of strength, located in all the Community College Campuses, CSU and UC Facilities across California.
  • Our goals in this Phase Three include doubling to tripling our organizational capacity.
  • Organizational Capacity?  By June 25th, we should have 750,000 to one Million members in our website community.  We should have 250,000 monthly recurring campaign contributors, and over 100,000 people willing to work on weekends and show up for events with signs.  This is not too much to see locally.  1,250 people in each of 80 Assembly Districts is 100,000 people.  We should have some much larger events and benefit concerts during this time frame.  This is the Spring before the Summer of 2010.  When our Rock and Roll Friends kick in, we should be able to make some real impact and magnify the hope.  As we change California, we Change America. As we Change America, we Change the World.
  • Throughout Phase Three, we must keep growing speakers, trainers, motivators, winners, and Future Leaders.  If you ever thought of a career in Millennial Politics - this time is your time to shine!

Phase Five: Full Campaign Push (Every Precinct of Every County in California) ~
(June 26, 2010 - October 22, 2010)
  • Once we qualify for the November 2010 ballot, our State Leadership Team will work thru the details to secure the data-bases of all the Registered Voters in California.  Each County must provide these to us by law for our political free speech.  These data bases become the core of our new digital campaign.
  • We have about 50,000 to 55,000 Precincts in California to organize.  We need teams of 5 to 10 people per Precinct.  This is not that big a deal.  This is only 250,000 to 500,000 volunteers.  This is only 4,000 to 9,000 people per County.  Let's be realistic.  Alpine County has 1,100 residents total.  Los Angeles County has about 10 Million residents.  If we have 10 people in all of Alpine County, at work on our campaign - that is huge!  One tenth of one percent of Los Angeles County is 10,000 people.  Since there are 20 Assembly Districts in Los Angeles County, and we should have 500 volunteers per Assembly District in LA in Phase Three, or 10,000 volunteers in LA County by the Spring of 2010, by the beginning of this Phase Five, we should have at least 10,000 volunteers.  By Mid-October we will need 100,000 volunteers in Los Angeles to deliver 10 Precinct Team Members - per Precinct in Los Angeles County.
  • We have a job to do in Phase Five.  We need to Identify ALL our supporters across California, and recruit off that base.  We need to phone bank, canvass, deliver yard and window signs.  We need to get to know who is with us and we need to win the war for "presence".   This means Bumper Stickers, Buttons on Lapels at every other Campaign's events.  We also need to have built a $50 Million or greater Media Budget for the last few weeks of Television Play.
  • Consider all the training that goes into a campaign - as what we will have to do at this point.
  • Organizational Capacity?  By October 22nd, we should have 2 Million Members of our website community and 500,000 monthly recurring campaign contributors.  We will need 250,000 to 500,000 people trained for Get Out The Vote (GOTV), and 55,000 people willing work all day on Election Day as Precinct Monitors to report any shenanigans. 

Phase Six: Preparation and Get Out The Vote ~
(October 23 - November 2, 2010)

  • Two days before Election Day, we need our door hangers on every door in California.  We have final telephone work to do - on a massive level.  We need to know who needs rides to the polls, and who needs baby sitters so they can go vote.  
  • This preparation time is where we win or loose the election - as the polls and the media are not votes, and votes matter to any winning campaign.  Our Team Execution is where we win or loose. 
  • There is much more to this preparation phase than meets the eye.  This is where we see our teams in action, before we win - and disassemble into 80 Assembly District Local Teams.  Our 80 Assembly District Local Teams will work as the local campaign staff for our Delegate Slates for our Candidates for Constitutional Convention Delegates.  This is critical.
  • We will have built an Army of Voters and a Disciplined Team of Volunteers.  We will win the election, but most importantly, is we need to elect our people to become the Delegates to the Constitutional Convention.
  • Our GOTV Teams will need to keep active thru the Term of the Convention so we can recruit and vet our New Leaders for Election and Appointment to County Slots in every County in California. This will matter in 2012, and more importantly.......   when Our New Constitution is done, we have one last push, as we will need to re-assemble as a whole State Team of Teams to push hard for the Ratification of our New Constitution.

Phase Seven: (A.) Candidates for Delegate File & Qualify their Candidacies / State Team Withdraws / Free Expression Phase Begins ~
(November 3, 2010 - November 19, 2010)
  • These dates are firm, and all Candidates for Constitutional Convention Delegate begin their local races in all 80 Assembly Districts in California.
  • The Statewide California Action Network will be bound by all Free Expression Rules, as will all Political Parties, and other Special Interest Groups.
  • Any and all activity between the local supporters and their local Candidates is between them, and everybody is on their own to do as they wish and choose to.

Phase Seven: (B.) Legal Pressure on State of California for Compliance / Convention Convenes ~
(November 20, 2010 - Maybe February 7, 2011)
  • The State California Action Network Staff will maintain legal pressure on the State of California for compliance with our Initiatives thru to the announcement that the Delegates are Sequestered in Pacific Grove at the Asilomar Conference Center. 

Phase Seven: (C.) Work at the State & County Levels Begins to Inventory all Elected and Appointed Positions in State and County Governments, Recruitment of all Necessary Replacements, Vetting, and Coalition Building for the New Government ~
(February 1, 2011 - October 1, 2011)
  • Once the Constitutional Convention has convened, the hard work begins for all local teams in every County in California.  We anticipate a rather dramatic change in Government forward. None of us will know what the Convention decides until the New Constitution is presented to the People.  We do not know how the new Executive, Legislative and Judicial Branches of Government will be structured, other than that there will be three co-equal branches of State Government.  Regardless, thru the term of the Convention, there will be a huge amount of work to do.  We will model our effort after the El Dorado County DCCC in their successful work to turn El Dorado County Blue in November of 2008, and the work they have done since that election to determine the County Elected and Appointed Job Slots that exist, and then recruit, vet and prepare to fill those positions with their own people.  The Local County CAN Team Change Groups will be responsible to repeat this effort in every County in California, in anticipation of new State Constitutional Officers and new relationships between the State and County Governments. 
  • We really do anticipate a real sea change in California for the better, which will also herald a new Millennial Politics in the USA, and possibly around the world.  This phase is where we identify who will do what - where - and with whom.

Phase Seven: (D.) New Draft Constitution Presented / 90 Day Campaign for Ratification ensues - ending with Get Out The Vote / New State Government ~
(October 3, 2011 - January 3, 2012)
  • Once Our New Constitution is before us all, the hard work begins to assure Voter Ratification.  
  • All of the Groups in the California Action Network will spend 3 to 4 days in study and education camps across California to prepare for the Precinct by Precinct work to earn support for the New Constitution and prepare for the Ratification Election.
  • We will use all the Institutional and Campaign Knowledge developed over the 2010 Election Cycle to work off of, as we prepare for a huge Get Out The Vote Effort for the Ratification Election.

Declarations for Candidacies for the Constitutional Officers of the New State of California Begins. Primary Elections probably take place in June as is normal, and the General Election in November of 2012 chooses our new Constitutional Officers of the New State, with all Constitutional Restructuring Complete.  The Inauguration will probably take place before the end of November 2012.
